A drug czar (Christopher Walken), who has just completed serving a lengthy prison sentence, regains control of his empire with the help a loyal network of black street dealers. The czar thinks he's Robin Hood: He intends to give all the proceeds of his criminal activity to the hospital for poor folks in the Bronx. Unfortunately, doing good takes a lot of bloodshed. Jimmy Jump, the czar's top enforcer played by Fishburne, is a mean, lean killing machine.
